Saber SCOC Certificate
“Saber SCOC” is not a standalone product, but refers to a critical document in the Saudi import customs clearance process.
In short, it is the Shipment Conformity Certificate for imported products under Saudi Arabia’s SABER certification system, commonly abbreviated as SCOC or SC Certificate.
This certificate is the “pass” for your goods to enter the Saudi market. It is applied for and issued on the SABER platform (saber.sa) by the importer (or their agent).

🚀 Brief Application Process
- Prerequisite: All commercial products exported to Saudi Arabia must be registered in the SABER system and obtain the required conformity certificates before entering the Saudi market. As of January 1, 2025, SCOCs applied for after the goods have arrived at the port will be considered invalid.
- Application (by Importer):
- The importer (or agent) registers an account on the SABER platform.
- Log in and submit an SCOC application for the upcoming shipment based on product information (e.g., HS Code) and the valid PCoC certificate.
- Verification (by Certification Body):
- The assigned certification body reviews the submitted documents.
- Core tasks: Verify the validity of the PCoC certificate and check the commercial invoice for accuracy.
- Payment & Issuance:
- The applicant and importer pay the required certification fees online.
- Once paid, the SABER platform issues an electronic SCOC certificate online.
- Customs Clearance:
- Because the SABER system is integrated with Saudi Customs (Fasah) , customs can directly check the status of your SCOC certificate online, enabling rapid release.

- Barcode for the goods (usually 13 digits)

- High-risk products – factory inspection may still be required: Although many products can obtain an SCOC based on documentation and a valid PCoC, some high-risk products may still require a factory inspection during the initial PCoC application stage.
