According to the regulations of the Saudi Standards, Metrology and Quality Organization (SASO), PV modules are subject to mandatory control under the SABER certification system. Since April 1, 2019, all goods exported to Saudi Arabia must hold a certificate issued through the SABER system to clear customs.
Core Certification: Two Types of Certificates
SABER certification involves two main certificates:
- PCoC (Product Conformity Certificate): This certifies that the product model complies with Saudi technical regulations and standards. It is valid for one year and must be applied for before the first export shipment.
- SCoC (Shipment Conformity Certificate): This certifies that a specific batch of goods matches the PCoC certificate. It is required for each shipment and is mandatory for customs clearance.
Technical Standards and Testing
PV modules must meet the following core standards:
- Performance standard: SASO IEC 61215 – design qualification and type approval for PV modules.
- Safety standard: SASO IEC 61730 – safety qualification for PV modules.
SASO issued a list of applicable standards for the PV systems technical regulation in March 2026, further clarifying these requirements. Products must pass related tests, including electrical safety, performance, and environmental adaptability (e.g., high temperature, humidity).
Certification Process and Required Documents
The certification process is mainly handled by the Saudi local importer through the SABER system:
- Importer registration: The importer registers an account on the SABER platform.
- Select a certification body: Choose a SASO‑recognized certification body within the system.
- Submit documents and apply for PCoC: The importer uploads product information and technical files. The review typically takes 5–14 working days.
- Obtain PCoC certificate: Upon approval, the certification body issues the PCoC certificate in the SABER system.
- Apply for SCoC before shipment: For each shipment, the importer submits the invoice, packing list, etc., to apply for the SCoC. This step usually takes 2–3 working days.
- Obtain SCoC and clear customs: The SCoC certificate is used for customs clearance at the destination port.
Core documents required include:
- Product test reports from an accredited laboratory (based on IEC 61215 and IEC 61730).
- Product images, label images, and packaging pictures.
- Manufacturer’s business license, ISO 9001 quality management system certificate, etc.
- Commercial invoice and packing list (for SCoC application).
Important Notes
- IECEE certification: For PV modules and certain other products, IECEE certification may be required before applying for the SABER PCoC. Products that already hold a CB test report can be converted through a mutual recognition procedure to save time and cost.
- Energy efficiency label: Pay attention to SASO’s energy efficiency label requirements, especially for supporting products such as energy storage devices.
- Product labelling: SASO plans to enforce new labelling requirements for controlled products, including PV systems, starting from October 2026.
- Document language: All submitted documents must be in English.
- Consult professionals: Certification requirements may be updated. It is advisable to consult a professional testing and certification body for the latest guidance before exporting.
