For ceiling fans to be exported to Saudi Arabia, SABER certification is mandatory for customs clearance.

SABER is an online platform operated by the Saudi Standards, Metrology and Quality Organization (SASO) for product registration and issuance of conformity certificates. It is not a testing procedure, but an electronic system for obtaining two essential clearance certificates:

  1. Prepare Basic Documents and Testing
    Gather product manuals, circuit diagrams, samples, etc., and have the product tested by an accredited laboratory according to IEC standards for safety and electromagnetic compatibility (EMC) to obtain a CB Test Report.
  2. Apply for GCC Certification
    Submit the CB report and other documents to an authorised body of the GSO (GCC Standardization Organization) to obtain the G-Mark Certificate, which is generally valid for 3 years.
  3. Apply for PC Certificate
    The Saudi local importer must register an account on the SABER system, upload the GCC certificate and other required files, and pay the fees. Upon approval, the PC Certificate is issued, valid for 1 year.
  4. Apply for SC Certificate
    Before each shipment, the importer logs into SABER, links the PC Certificate, and uploads commercial documents such as the invoice and packing list. After review (usually taking 1–2 working days), the SC Certificate is issued for customs clearance.

Key Technical Requirements

During the application, the product must comply with the following technical standards:

  • Electrical Safety: Must meet SASO IEC 60335-1 (general requirements) and SASO IEC 60335-2-80 (particular requirements for fans).
  • Electromagnetic Compatibility (EMC): Must pass EMC testing.
  • Voltage and Plug: Saudi Arabia uses 220V / 60Hz. The plug must be the British Standard BS 1363 three‑pin flat plug.
  • Energy Efficiency and Labeling: Must comply with the mandatory energy efficiency standard SASO 2663. The product nameplate and energy label must be in Arabic (or bilingual) and follow SASO’s formatting requirements.
  • Hazardous Substances: Must comply with Saudi RoHS regulations.

  • Certificates must be obtained in advance – All certificates must be issued before the goods arrive at the Saudi port; otherwise, clearance will be blocked and penalties may apply.
  • Importer is the applicant – PC and SC certificates must be applied for by the Saudi local importer on the SABER system; the manufacturer cannot apply directly.
  • Stay updated on regulations – Saudi technical regulations are updated periodically. It is advisable to confirm the latest requirements with your importer or certification body before shipment.
