Saber certification for electric fan products

According to the regulations of the Saudi Standards, Metrology and Quality Organization (SASO), electric fans are mandatory certified products and must obtain certification through the SABER system to clear customs smoothly.

Core Certification Pathway: GCC Certification + SABER Platform

The certification path for electric fans is: first obtain GCC certification (G-Mark certificate), then use it as the basis to apply for PC and SC certificates in the SABER system.

Simply put, GCC certification proves that the product complies with Gulf regional standards, while SABER certification is the electronic customs clearance permit required for imports into Saudi Arabia.

Two Key Certificates

The entire SABER certification process primarily involves the following two certificates, both of which are indispensable:

Detailed Application Process

  1. Prepare basic documentation: Product specification, circuit diagram, HS Code, samples, etc.
  2. Obtain CB test report: Conduct safety and EMC tests according to IEC standards in a CNAS-accredited laboratory to obtain a CB report.
  3. Apply for GCC certification: Submit the CB report and other documents to a GSO (Gulf Cooperation Council Standardization Organization) authorized body to obtain the G-Mark certificate. This certificate is usually valid for 3 years.
  4. Apply for PC certificate: The local Saudi importer must register an account on the SABER system, upload documents including the GCC certificate, and pay the fees. After approval, the PC certificate (valid for 1 year) is issued.
  5. Apply for SC certificate: Before each shipment, the importer logs into the SABER system, links the PC certificate, and uploads commercial invoice, packing list, etc. After approval (usually within 1-2 working days), the SC certificate is issued for customs clearance.

Key Technical and Documentation Requirements

  • Electrical Safety: Must comply with standards SASO IEC 60335-1 (general requirements) and SASO IEC 60335-2-80 (particular requirements for electric fans).
  • Electromagnetic Compatibility (EMC): Must pass EMC testing.
  • Voltage and Plug: Saudi grid is 220V/60Hz; the plug must be the British standard BS 1363 three-pin flat plug.
  • Labels and Instructions: Product labels and instruction manuals must include Arabic and clearly state the country of origin.
  • Hazardous Substances: Must comply with Saudi RoHS requirements.
  • ApplicantPC and SC certificates must be applied for by the local Saudi importer through the SABER system.

Important Notes

  • Certificates must be obtained before arrival: All certificates must be issued prior to the arrival of the goods at the Saudi port; otherwise, customs clearance will be blocked and fines may be imposed.
  • Monitor regulatory updates: Saudi technical regulations are updated periodically. It is advisable to confirm the latest requirements with the importer or certification body before exporting.
