Saudi SABER Certification for Security Equipment Products

Security equipment exported to Saudi Arabia must obtain SABER certification. The core requirement is to obtain a PC Certificate (Product Certificate of Conformity) and an SC Certificate (Shipment Certificate of Conformity). Some devices with wireless functions (such as WiFi cameras) may also require additional CST (Communications, Space and Technology Commission) certification.

Certification Requirements and Process

SABER certification follows a “two-step” approach:

  1. PC Certificate (Product Certificate of Conformity): Issued for a product model, usually valid for 1 year. The same product does not need to reapply for this certificate for multiple shipments within the validity period.
  2. SC Certificate (Shipment Certificate of Conformity): Issued for each specific shipment and valid only for that shipment. Before each shipment, you must apply for it using a valid PC Certificate, invoice, packing list, and other documents.

Key Point to Note: Since 2025, Saudi Arabia has abolished the practice of applying for the SC Certificate after the goods arrive at the port. The SC Certificate must be obtained in advance before the goods are shipped; otherwise, customs clearance may be impossible.

Special Requirements for Security Equipment

Security equipment (cameras, NVRs, access control systems, etc.) usually comes with power adapters or batteries, which may involve the following additional compliance points:

  • IECEE Certification: Surveillance equipment belongs to electrical products controlled under IECEE. If the product contains a power adapter or battery, it usually needs to obtain an IECEE Certificate first (based on safety standards such as IEC 62368), and then apply for the SABER PC Certificate. Purely wired cameras without batteries may also be required to provide IECEE certification, depending on the rated parameters.
  • CST Certification (formerly CITC): If the device has WiFi, Bluetooth, or cellular modules (such as wireless cameras or doorbells), it also needs to pass type approval from the Saudi Communications, Space and Technology Commission (CST). This certification has now been migrated to the SABER platform for application, with a focus on reviewing RF compliance (frequency bands, transmission power) and electromagnetic compatibility. The cycle is relatively long (usually 3-8 weeks), so it is recommended to process it in parallel with SABER certification.
  • Labels and Manuals: Product labels must include the model, country of origin, and importer information; manuals must be provided in Arabic or bilingual Arabic-English versions. For products using power adapters, the plug must be compatible with the Saudi UK-style standard.

Fee and Timeline Reference

Fees vary depending on product complexity and certification body. Below is a reference based on official SABER platform charges and common market quotations (for reference only; actual prices are subject to the certification body’s quotation):

  • PC Certificate: About 5-10 working days when documents are complete and no testing is required; if additional testing is needed, the overall process may be extended to 2-4 weeks.
  • SC Certificate: Review is relatively fast, usually completed within 1-3 working days.

  1. Confirm the HS Code: Ask the Saudi importer or your certification agent to use the exact HS code to check the technical regulations and risk level corresponding to the product on the official saber.sa website.
  2. Prepare Test Reports: Prioritize preparing valid safety test reports based on standards such as IEC 62368, as well as RF test reports (if applicable).
  3. Apply through the Saudi Importer: The SABER system is usually registered and initiated by the local Saudi importer. You need to cooperate by providing application forms, business licenses, product photos, test reports, Arabic/bilingual manuals, and other documents.
  4. Allow Sufficient Time: If the product has wireless functions, be sure to take into account the CST certification cycle (several weeks) to avoid goods being stuck at the port due to incomplete certification.
