Detailed Application Process

The certification process is divided into two main stages:

Stage 1: Obtain the IECEE Certificate (if applicable)

1. Prepare documents and samples: Submit product documentation and send samples to an ISO 17025‑accredited laboratory.
2. Product testing: The lab tests according to relevant IEC standards (e.g., IEC 60335‑2‑41) and issues a test report.
3. Apply for CB Certificate: Submit the test report to a CB certification body for review; upon approval, obtain the CB Certificate.
4. Apply for IECEE Certificate: Submit the CB Certificate, test report, and other documents to SASO for review; upon approval, obtain the IECEE Certificate.

Stage 2: Apply for certificates via the SABER system

1. Importer registration: The Saudi local importer must register on the SABER system and link their Commercial Registration (CR) certificate.
2. Apply for PCoC: Submit product information, technical files, and a valid CB report / IECEE certificate on the SABER system. After review, the PCoC is issued.
   • The PCoC is valid for one year.
3. Apply for SCoC: Before each shipment, apply for an SCoC for that specific batch on the SABER system using the valid PCoC.
   • The SCoC is single‑use, valid only for that particular shipment.
4. Customs clearance with SCoC: Present the SCoC along with the invoice, packing list, bill of lading, and other documents to Saudi Customs for clearance.

Key Technical Requirements

When applying for certification, the product must meet the following technical specifications:

• Performance and energy efficiency: Provide performance data such as flow rate and head. Some pumps must comply with SASO Energy Efficiency Label requirements, rated from 1 to 5 stars according to SASO 2663.
• Safety standards: Electrical safety must comply with standards such as IEC 60335‑2‑41.
• Environmental adaptability: Consider Saudi Arabia’s high temperatures and dusty environment; an ingress protection rating of IP55 or higher and insulation class F or H are recommended.
• Grid compatibility: Voltage and frequency must match the Saudi standard 220V / 60Hz.
• Plug and nameplate: Plugs must be UK‑type Type G (BS 1363). Nameplates must be bilingual Arabic and English, including model, flow rate, head, power, etc.
• Material certificates: If in contact with drinking water, provide material certificates for wetted parts (e.g., stainless steel 304, 316).

Other Important Considerations

• Importer role: Registration and certificate applications on the SABER system must be handled by the Saudi local importer.
• Labels and manuals: Product labels and instruction manuals must be bilingual Arabic and English.
• Costs and timeline: The entire certification process (from testing to obtaining SCoC) typically takes several weeks. Costs include testing fees, IECEE certificate fees, SABER registration and certificate fees, etc. For first‑time certification of high‑risk products, a smooth process may take about 2–3 months, with total costs ranging roughly between 20,000 and 50,000 RMB.
