The core requirement for exporting electric motors to Saudi Arabia is to obtain the Product Conformity Certificate (PCoC) and the Shipment Conformity Certificate (SCoC) through the SABER platform. Energy efficiency is the critical hurdle – most motors must meet at least IE3 efficiency class.
The entire certification process is carried out by the local Saudi importer on the SABER system.
Scope and Applicable Standards
This certification mainly applies to the following types of electric motors:
- Type: Single-speed, three‑phase, squirrel‑cage induction motors
- Power range: 0.75 kW to 375 kW
- Voltage: AC 50 V to 1,100 V (below)
- Number of poles: 2, 4, 6, or 8
Note: Motors that are integrated into equipment (e.g., pumps) and cannot be tested separately, or motors that are built‑in with a variable frequency drive (VFD), are not subject to this mandatory requirement.
The technical standard for motors is SASO 2893:2018 for energy efficiency, while the test method may refer to IEC 60034‑2‑1 and similar standards.
Certification Process Breakdown
The whole process is handled by the Saudi‑based importer on the SABER platform (saber.sa).
Phase 1: Obtaining the Product Conformity Certificate (PCoC)
- Prepare documents: The exporter must prepare all required technical documents (see list below).
- Registration and application: The importer registers an account on SABER, submits a PCoC application, and selects a conformity assessment body.
- Document review: The assessment body reviews the submitted files and may request additional information or schedule a physical inspection.
- Certificate issuance: After approval and payment of fees, the PCoC is issued via the platform. It is valid for one year (typically).
Phase 2: Obtaining the Shipment Conformity Certificate (SCoC)
- Pre‑shipment submission: For each shipment, the importer uploads the commercial invoice, packing list, and other relevant data on SABER, linking to the valid PCoC.
- Certificate issuance: Upon successful review and fee payment, the SCoC is issued. This certificate is strictly mandatory for Saudi Customs clearance.

Important Reminders
- New rule from 2025: As of 1 January 2025, all goods exported to Saudi Arabia must obtain both PCoC and SCoC through the SABER system.
- EMC regulation: Saudi Arabia enforced the EMC Technical Regulation as of 17 May 2024. An EMC test report is now required for the application.
- Labelling requirements: Product labels and packaging must be in both Arabic and English, and must clearly state “Made in [country of origin]” (e.g., “Made in China”).
- HS code: Always use the latest (updated in 2026) 12‑digit HS code. An incorrect code will render the certificate invalid.
