How to Obtain GCC (G-MARK) Certification for Gulf Countries

I. What is GCC G‑Mark Certification?

GCC stands for Gulf Cooperation Council, whose member states include Saudi Arabia, the UAE, Kuwait, Qatar, Oman, and Bahrain (Yemen also recognizes this certification system). G‑Mark (Gulf Conformity Mark) is a mandatory conformity mark established by the Gulf Standardization Organization (GSO). It certifies that a product meets the basic safety, health, and environmental requirements of Gulf technical regulations.

The key advantage is “one certification, multiple countries” – once a product obtains the G‑Mark certificate, it can circulate freely in all GCC member states (and Yemen) without needing to apply for separate national certifications. This can save 30–50% of regional market access costs.

II. Application Process

The core process for GCC G‑Mark certification consists of the following steps:

Step 1: Confirm whether the product is within the mandatory scope
Check if the product falls under the mandatory certification list issued by GSO, such as low‑voltage electrical equipment, household appliances, and children’s toys. Currently, the mandatory products are mainly low‑voltage electrical equipment (LVE) and children’s toys. The voltage range for LVE is AC 50‑1000 V and DC 75‑1500 V.

Step 2: Prepare documents and submit the application
The manufacturer submits product documents (manual, circuit diagram, HS code), samples, and the application form to a GSO‑authorized certification body. It is advisable to prepare 2–3 test samples.

Step 3: Document review and product testing
The body evaluates the product’s safety and electromagnetic compatibility (EMC) according to GCC technical regulations, determines the test standards, and performs tests. If the manufacturer already has a CB certificate/report, it can be submitted directly; after assessing differences and completing supplementary tests, the process can be shortened.

Step 4: Review and certificate issuance
After testing and report review, the body registers the product in the GSO database and issues the G‑Mark certificate (electronic + paper). The certificate information is entered into the official GSO platform. Both electronic and paper certificates are valid, and authenticity can be checked on the GSO website.

Step 5: Affix the G‑Mark mark
After certification, the product must bear the G‑Mark mark, which includes a QR code and the certification body’s code, so that customs and market surveillance can scan and verify it.

III. Required Documents

According to GSO and certification body requirements, the following documents are needed:

Document CategorySpecific Requirements
Application formComplete the GCC application form (updated in 2025)
Declaration of Conformity (DoC)Must be provided in both English and Arabic
Company qualification documentsBusiness license, trademark registration certificate, ISO 9001 quality management system certificate
Technical product documentsProduct manual (Arabic + English bilingual), circuit diagram, PCB layout, component list, product photos (showing trademark, model, label, etc.)
Test reportsValid IEC/EN/GSO safety report (including national differences) and EMC report; existing CB reports can be submitted directly – after assessing differences, supplementary tests are conducted
Risk assessment reportIdentify full lifecycle risks (e.g., electrical short circuits, mechanical injury, etc.)
Authorization documentsTrademark authorization letter, power of attorney (if not applied by manufacturer directly), economic operator business license

Key note: As of January 2025, GSO requires all documents to be provided in bilingual versions (Arabic + English), and electronic files must match the paper documents.

IV. Product Scope

Currently, GCC G‑Mark certification is mandatory for low‑voltage electrical equipment (LVE) and children’s toys. LVE covers the following 13 major categories:

  1. Household electric fans
  2. Refrigerators, freezers, and other refrigerating/freezing equipment
  3. Centrifugal clothes dryers, washing machines (including washer‑dryers)
  4. Food grinders and mixers, fruit/vegetable juice extractors
  5. Electric toasters
  6. Electric hair care appliances, hand dryers, hair dryers
  7. Electric space heating appliances
  8. Microwave ovens
  9. Stoves, electric pans, hot plates, grills, and roasters
  10. Electric water heaters (instant/storage/immersion)
  11. Electric irons
  12. Air conditioners
  13. Plugs, sockets, converters, extension cords, chargers

Children’s toys cover all toys designed for children under 14 years of age and must comply with GSO Toy Technical Regulation (BD‑131704‑01) regarding mechanical, chemical, flammability, electrical, and other requirements.

V. Processing Time and Costs

Processing Time

  • Document preparation: approx. 1–2 weeks
  • Testing + review: normally 3–6 weeks, longer for complex products
  • Certificate issuance: 5–10 working days from date of issuance (excluding testing time)
  • Overall timeline: approx. 2–4 months for general electrical products; 6–12 months for complex products such as automobiles or medical devices

Some bodies offer expedited service, completing the process in 7–8 working days (depending on product complexity).

Costs

Costs consist of testing fees, review fees, and body service fees, varying by product complexity and number of test items. High‑risk products may involve factory inspection, incurring additional costs.

GSO itself does not charge official fees; all certification fees are collected by the certification body. It is recommended to obtain quotes from several authorized bodies for comparison.

BellTest offers highly competitive pricing for certification services.

VI. Certificate Validity

The G‑Mark certificate is generally valid for 3 years (from the date of issuance). Renewal must be applied for before expiration. For toys, validity may be 1 year.

Note: If the test standard version used for the certificate becomes obsolete (old version expires two years after a new version is published), the certificate must be updated even if its validity period has not yet ended; otherwise, continued compliance for sale will be impossible.

VII. Certification Modules (Difference between List 1 and List 2)

GCC certification divides products into two categories with different certification modules:

Certification ModuleApplicable ProductsRequirements
List 1 (low‑risk products)Devices with lower safety riskManufacturer signs a self‑declaration of conformity (DoC) and affixes the G‑Mark to the product
List 2 (higher‑risk products)Devices with higher safety riskMust be assessed by a GSO‑designated certification body, which issues a GCC type certification certificate

You can initially determine which category your product falls into by its HS code or technical specifications. It is advisable to consult a certification body for professional judgment.

VIII. Frequently Asked Questions and Notes

1. I already have CE certification. Can I skip GCC?
No. GCC is a mandatory certification for Gulf countries and must be applied for separately. However, test data from CE or CB may be partially accepted, helping to reduce duplicate testing.

2. Is factory inspection required?
Generally, GCC certification does not require mandatory factory inspection – this is one of its important advantages. However, high‑risk products (e.g., some toys and appliances) may require factory inspection.

3. What should I do when the certificate expires?
Apply for renewal 3 months before expiration. The renewal process is simpler than initial certification.

4. What if the product design or materials change?
If major changes occur to product materials, design, or manufacturing process, retesting and certificate update are required; otherwise, the certification may become invalid.

5. How to choose a certification body?
Select a body with GSO‑authorized Notified Body (NB) status and verify that its NB code is listed on the GSO official website. Avoid unqualified intermediaries. Some domestic bodies already have GSO authorization and can complete testing and issue certificates locally, significantly shortening the certification timeline.
