GCC G-Mark Certification for children’s toys

For children’s toys, obtaining the GCC G-Mark certification is a mandatory requirement for exporting to the member states of the Gulf Cooperation Council (GCC).

This certification ensures that toys comply with the unified safety standards of the Gulf region and serves as the “entry permit” for selling into countries such as Saudi Arabia and the UAE.

Core Concepts

  • GCC (Gulf Cooperation Council): A political and economic union comprising seven countries: Saudi Arabia, UAE, Kuwait, Qatar, Oman, Bahrain, and Yemen.
  • G-Mark (Gulf Conformity Mark): A mandatory conformity mark established by the GCC for specific product categories (e.g., children’s toys and low-voltage electrical equipment). Without the G-Mark, toys cannot be legally sold in GCC member states.

Certification Process & Key Requirements

The core of applying for G-Mark certification is to prove that the product complies with the GCC Children’s Toy Technical Regulation (BD-131704-01). This regulation requires toy manufacturers or importers to undergo certification through a GSO (Gulf Standardization Organization) recognized Notified Body.

Below is an overview of the standard certification process and key requirements:

ItemDetails
ScopeAll products designed or intended for use by children under 14 years of age, including but not limited to: electric toys, plush toys, wooden toys, children’s scooters, etc.
Applicable StandardsTested mainly against EN 71 series or ISO 8124 series international standards. Electric toys must also comply with EN 62115 / IEC 62115.
Key Test ItemsMechanical & physical properties, flammability, hazardous chemicals (e.g., heavy metal migration, phthalates), electrical safety, etc.
Required Documents1. Completed application form
2. Business license / company qualification certificate
3. Product technical documentation (manual, circuit diagram, material list, etc.)
4. Product samples (for testing)
5. Product photos
6. Manufacturer’s Declaration of Conformity (DoC)
7. (Optional) Factory ISO 9001 quality management system certificate.
Certification Lead TimeApproximately 4-8 weeks. Additional document submission or factory inspection (if required) may extend the timeline.
Certificate ValidityTypically 5 years. If the product design, materials, or applicable standards are updated, the certificate will need to be re-evaluated.

Special Note for Saudi Arabia: Saber is the Final Step

If you plan to export toys to Saudi Arabia, note that after obtaining the G-Mark certificate, you must still complete two steps on the Saudi Saber electronic clearance platform to obtain final customs clearance:

  1. Apply for a Product Conformity Certificate (PCoC) for product registration.
  2. Apply for a Shipment Conformity Certificate (SCoC) before each shipment.

Compliance Labeling: G-Mark & QR Code

After certification, the GSO Conformity Traceability Symbol (GCTS) must be affixed to the product itself, its packaging, and/or its instructions. The symbol consists of two parts:

  • G-Mark logo: at least 5 mm in height, clear, legible, and not easily removable.
  • QR Code: used to trace certificate information.

Cost Reference

The total cost of G-Mark certification is not fixed; it varies depending on product type, complexity, chosen Notified Body, and other factors. The fee structure typically includes testing fees, certification review fees, and possible annual fees. For a children’s scooter, the certification review fee is approximately USD 1,000–2,000. It is recommended to obtain detailed quotes from multiple certification bodies before formal application.

Common Non-Conformities

During certification testing, the following items are frequent causes of failure. Special attention should be paid during design and production:

  • Small parts hazard: Small parts on toys (e.g., eyes of plush toys) can be pulled off by children, posing a choking risk.
  • Exceedance of chemical substances: Excessive formaldehyde or phthalate (plasticizer) content.
  • Incorrect labeling: Age grading and safety warning labels are incorrect. For example, the age grade for a plush toy should be 0+.
  • Expired standards: If the test standard used has been updated, the certificate will automatically become invalid.

Summary: Obtaining GCC G-Mark certification for children’s toys is a hard requirement for accessing the Gulf market. The core steps involve having the product fully tested against international standards such as EN 71 by a GSO-recognized Notified Body. Upon success, you will receive a 5‑year certificate and must affix a compliant label comprising the G-Mark logo and a QR code to the product.
